GREENFIELD, Calif. — A plan to bring animal care and shelter services closer to families in southern Monterey County advanced October 27 when the Greenfield City Council voted 3–0 to approve a zoning change permitting animal shelters in the city’s light industrial district.

The amendment is an early step toward an SPCA Monterey County satellite facility proposed for a roughly 16.64-acre property near El Camino Real and Pine Avenue. The Planning Commission previously reviewed the project in September.

What would open first?

The first phase is proposed as a smaller modular building with space for a mobile veterinary clinic, outdoor animal kennels and eight parking spaces. Local reporting describes anticipated services two or three days per week, but there is no confirmed opening schedule.

The modular design would account for Greenfield’s current building moratorium, which is related to wastewater treatment capacity while upgrades to the city’s plant are underway.

Long-term plans include adoption and veterinary services

The envisioned second phase would establish a more permanent local facility with animal adoptions, spay-and-neuter services, dog training and public education. Those uses are proposed, not available today; the second phase would face its own permitting and approval process.

The project could address a particular gap in South County access. Animal owners in Gonzales, Soledad, Greenfield and King City sometimes travel substantial distances to clinics or shelters. The proposal could also reduce travel for some animal control and rescue services if it is completed and operating.

What has not yet been approved?

As of the October 29 local report, the zoning amendment still requires a further council reading and adoption. Approval of a zoning category alone does not authorize all construction or guarantee a shelter opening date.

Residents can follow future hearing materials on the City of Greenfield’s agenda center and learn about currently available animal services from SPCA Monterey County.
